Volunteer Battns & Enlisting in the 1880's

I have copies of the Short Service Attestation papers for two of my ancestors who both enlisted into the Worcestershire Regiment in the 1880's - both lived in Kidderminster and enlisted in Worcester.

Thomas Walker ? ? enlisted into the 3rd Battn when he was 18 years old in 1884 and stated that he had previously been in the "4th Worc Regiment".

His younger cousin, William Walker ? ? enlisted into the 4th Bttn when he was 19 years old in 1889 and stated that he had previously been in 'C' Co., 1st Vol. Battn of the Worcestershire Regiment.

Could anyone tell me if it is likely that Thomas' previous service was as a volunteer and also at what age could young lads enlist into such a Battn?

Where in Worcester would they have enlisted - would it have been in Silver Street?
