Lt FAV Howells~Irish Mystery?

Interesting story and a bit of a mystery as set out on website detailing British Soldiers who died in Ireland during WWI and the War of Independence.

It appears Lt Howells was an officer in 9th Batallion and served in Mesopotamia, Russia, Salonica and Ireland. He died in 1920 and despite being recorded as a Bank Clerk at time of death had a CWGC. Compiler of website is puzzled and suspects he may have been involved in undercover work.
