Birmingham Absent Voters Help Needed

Hello to all,

I've been researching my Grandad for a few years now, with only minor success. Today i came across the Birmingham absent voters lists for 1918 & 1919.
Which has thrown a spanner in the works.

His name was Thomas William Jarratt

I have his Victory & British war medal Named - 52474 Pte T.W.Jarratt Worc R. Which tallies with his medal Card.(Later 50706 Glou R) which also tallies
with the Gloucesters Website who confirms him as previously 52474 4th Worc R and a picture of him at the somme, Louvencourt 1916.

However the Absent voters list has him in 1918 as 52826 Pte 1st Garrison Worc R...?

Then in 1919 at 229 Musgrave Rd Soho Birmingham.

1920 onwards he is back home in Sherborne St, Birmingham.

Can anyone shed any light on this? Was Musgrave Rd a Hospital or Barracks?
