Black P1908 WILKINSON marked WorscYEO

I recently got myself a P1908 Wilkinson on Ebay. The sword is marked WorcsYEO and it is painted black. There are no other markings except for WILKINSON. The condition of the blade is excellent. Two questions I would like to put here.

1) How old can this sword be ?

2) Should the black paint be there ?
