long service medals

Having read the page on long service medals I was wondering if my Grandfather Sgt Harry Allen 5958 who completed 21 years service would have recieved one? as we dont have one with his other medals.
Or have I missed something?

The LSGC Medal list on this website only currently covers those issued between the period 1902 to 1919.

As my Grandfather served between 1900 and 1921 I thought he might be included in the list.
Do the Regiment archives hold records of everyone with a LSGC Medal.

Is there any reason he would not have been awarded one after 21 years continuous service or are there other qualifying elements.
