He was probably called up/enlisted in the Worcesters for his first period of service. When need for reinforcements for another unit on his posting overseas (or in this case the forming of the 1st garrison battalion of the SLI) he would change battalion.
Sometimes, a brother could "claim" other brothers to serve in his unit, but as the 1st garrison battalion was formed early 1917 and sent overseas to India in february 1917 I think that the most likely cause for changing units is the first one above.
